In our second annual Digitalization Report in collaboration with forsa, we surveyed 1,296 German mayors to understand what's holding administrations back from AI and digital productivity tool adoption. The findings: 48% of mayors report higher digitalization budgets than three years ago, and 78% have introduced new software — yet municipalities rate their own state of digitalization at just 3.7, identical to last year. The gap that stands out most to us: 84% of mayors believe digital tools improve efficiency, but only 25% actually use a task or project management tool to run day-to-day work.
