Guest article: How Staat-up is accelerating cultural change in public administration
With its LEAP leadership programme, Staat-up shows how public administration employees can learn agile methods and drive change from within.

Public administration urgently needs a cultural change from within in order to be truly fit for the future and simplify often frustrating processes – for citizens, businesses and employees themselves. Especially now, when calls for ‘government reform’ are growing louder, we must ask ourselves: Why do things so often get stuck?
Of course, there are formal laws and regulations. But it is often the well-established processes that slow us down. When a document not only has to cross several desks, but sometimes even the same desk several times, then it is time for a change. This is not trivial, but absolutely necessary.
LEAP: Discover and shape alternative ways of working
This is exactly where the idea of Staat-up comes in: the administration can become more agile from within! Everywhere there are employees who want to shape things, try out new methods and are open to the much-vaunted agile transformation. But in order to deviate from familiar routines, you first have to get to know the alternatives.
This is where LEAP comes in: the Leadership Accelerator Programme is Staat-up e.V.'s mentoring programme. Over the course of a year, around 25 employees from various areas of public administration – with a focus on procurement – learn about agile working methods and methods for personal development in four workshops and regular forum-style meetings.
These workshops are anything but pure theory. We tackle concrete projects: whether it's dealing with start-ups in procurement, more bidder-friendly award processes or the use of AI in tenders – our projects are designed to bring about noticeable improvements in everyday work.
