From the federal portal to the AI competence center: How digital solutions are paving the way for efficient and sovereign administration.

The digitization of administration is one of the key issues on the path to a modern state. This is not just about increasing efficiency, but also about digital sovereignty, i.e. the ability to develop and operate independent and secure technological solutions. At the Smart Country Convention, Bundesdruckerei, as the federal government's technology company, is focusing on three key topics: administrative digitization with a focus on portal solutions and registers, trustworthy AI and data analysis for administration, and cybersecurity. The federal portal and the AI Competence Center are particularly important in this context.

In addition to the highly secure electronic identity system based on the online ID function of the identity card, Bundesdruckerei's contributions to the modernization of German administration include solutions for register modernization, projects for data-based working, and portal solutions such as the foreign affairs portal and the federal portal.

The federal portal is a central element of the digital transformation of public administration. Around 120 administrative services can already be handled via the portal, and the number is growing steadily. Its special feature is that it combines the federal, state, and local levels and creates a central point of access for citizens and businesses.

To enable authorities to offer these services digitally without media discontinuity, additional tools have been developed: The “Behördenzugang” enables complete digitization of the process – from the application to the decision. With the so-called "Fertigungsstraße", classic paper forms can be converted into online services, and the “Formularbaukasten” from the Federal Printing Office will enable the intuitive creation of digital forms in the future.

Also forward-looking: the EUDI wallet. This digital wallet will be available free of charge to all EU citizens from 2027. It is based on the principle of self-determination over one's own digital identity. In addition to the online ID card, it will also be possible to securely store and manage documents such as driver's licenses, educational qualifications, and professional licenses, both online and offline.

Artificial intelligence is becoming increasingly important: The AI Competence Center helps the federal administration develop AI applications and tests their safe use. It also develops AI prototypes and research projects to increase the efficiency of federal ministries. The cross-departmental PLAIN platform offers the federal administration the possibility of secure processing and analysis of large, heterogeneous data sets using AI applications. Thanks to its open-topic technical infrastructure, it can be adapted to the needs of users.

Specially tailored cybersecurity solutions for public administration: The Bundesdruckerei Group offers innovative solutions for secure digital identities, classified information communication, and technologies in the cloud segment that enable digital sovereignty and data control. In addition, it is advancing research into quantum-resistant systems and encryption methods and supporting ministries, authorities, and KRITIS companies in preparing for the challenges of the quantum era.

Conclusion: Whether it's a federal portal or secure AI applications, the digital state is no longer a vision of the future, but within reach. The solutions show that with the right technological foundation and a clear focus on digital sovereignty, a modern, citizen-centric state is possible.
