The cloud transformation of public administration is not a foregone conclusion. Between federal responsibilities, established IT structures and data protection and security requirements, many public authorities find it difficult to test new technologies such as cloud services. Yet this is precisely what is needed to secure digital sovereignty and innovation capability in the long term.

Cloud spikes are a promising approach for testing new technologies. They enable specific questions about cloud use to be investigated in a clearly defined framework, but in an exploratory and low-risk manner. Cloud spikes are deliberately small in scale: in just a few weeks, a use case, such as a specialist procedure or a platform component, is set up in a cloud environment. The aim is not to go live immediately, but to learn: What technical, organisational or legal hurdles exist? Which security requirements can be implemented and how? And what advantages, opportunities, challenges and changes does the new infrastructure mean for existing applications?

As part of a cloud spike, the cloud readiness of the open source building blocks of ‘IsyFact’, which were developed by the Federal Office of Administration, was examined. The analysis showed that components such as authentication, logging and data storage could be made operational in AWS with little effort. These findings can be directly incorporated into the strategic planning of the cloud migration. In addition, initial approaches for a cloud-native further development of IsyFact were identified. Cloud spikes also promote cultural change. Employees experience the cloud not as an abstract vision of the future, but as a tangible reality. This creates trust and opens doors for cloud change.

Anyone who wants to advance digital administration needs the courage to experiment. Cloud spikes offer the ideal framework for this: small enough to limit risks, but large enough to have a real impact.
