Expo highlight Fraunhofer: AI, the skills shortage and the future of public administration
Demographic change is putting pressure on our administrations, as many staff members will be retiring in the near future due to reaching retirement age. Can artificial intelligence make up for this?
In addition, the digital transformation must be carried out with full transparency: public authorities should digitise procedures, link registers, modernise their IT systems and fortify themselves against cyber-attacks.
In the video, we explore the question of whether and how artificial intelligence can help public authorities maintain their ability to act. We are joined by experts Manfred Hauswirth and Jens Klessmann from Fraunhofer FOKUS, as well as Laszlo Friedmann from Fraunhofer IAIS.
The simplistic notion that an automated ‘AI administrator’ can solve the skills shortage falls short. The successful introduction of AI into administrative processes does not depend solely on technical parameters; organisational and purely human aspects must be taken into account in equal measure. Without interconnected data, interoperable systems and well-defined processes, even the best AI cannot realise its full potential. This is one of the reasons why AI projects are always, by their very nature, organisational, data and infrastructure projects as well.
Furthermore, many administrative staff view AI with scepticism or uncertainty – partly because they lack a clear understanding of exactly how AI can assist them in their tasks. Acceptance is not achieved through directives, but through demonstrable benefits.
Fraunhofer researchers will demonstrate how this transformation can be achieved at the Smart Country Convention 2026 in Berlin. The focus will be on trustworthy AI, digital sovereignty, secure data infrastructures, data-driven solutions for smart cities and modern cyber-security solutions. Together, these topics share a single goal: to make the public sector modern, resilient and capable of taking effective action.
